Centralized Eligibility List

Do you live in Napa County?
The Napa County Centralized Eligibility List is available to parents that live, attend school or work in Napa County.

The Napa County CEL is here to support those families in need of child care for children ages 0-12, or in special circumstances, the child care needs of children over the age of 13 who have certain documented special needs such as physical or behavioral disability.

The Napa County Centralized Eligibility List provides information about subsidized child care programs, including licensed center based programs, programs at centers that are exempt from licensing and Alternative Payment (voucher style) programs in the following areas:

  • Napa
  • American Canyon
  • St. Helena
  • Calistoga
  • Yountville
  • Angwin
  • Pope Valley
  • Rutherford
  • Berryessa

It is important to understand that your family information needs to be shared among the participating child development programs in order to get subsidized care. These programs are required to follow the State of California's strict regulations about confidentiality that safeguard the information captured in the Napa County CEL system.

The next step in applying for child care assistance is to sign the Release of Information. Failure to do so will prevent your family from participating in any subsidized child development program in this county. The Release of Information reads as follows:

1. I declare under penalty of perjury that the information provided is complete and true to the best of my knowledge.

2. I understand my family's eligibility will be based upon information given here and that documentation will be required prior to enrollment.

3. In order to remain active on the Napa County Centralized Eligibility List, I must keep my information current.

4. This application will remain active until an update form is sent from the CEL Administrator, requesting that my family information be updated. If I fail to respond to any update request, my family will no longer be actively considered for subsidized services through the CEL partner programs.

5. The Napa County Centralized Eligibility List Program has my permission to share this information with other public and non-public participating agencies that provide child care or other social services in conjunction with administration of the Napa County Centralized Eligibility List. Information will also be provided to the California Department of Education as part of its administration of the Napa County Centralized Eligibility List.
